TERMS OF REFERENCE - DK Resource Persons for Training of Trainers on strengthening local party structures.

Background
The Centre for Multiparty Democracy (CMD-Kenya) is a political parties’ membership organisation that exists to promote, strengthen and defend multiparty democracy in Kenya. The organisation provides a platform for political parties, political actors and policy makers to engage in dialogue and cooperate in strengthening multiparty democracy, promote meaningful political participation, good governance practices and respect for human rights and fundamental freedoms as essential pillars of social justice.

In partnership with DLDP, S, CP and GL , CMD-Kenya is rolling out implementation of a project titled: Citizen centered policy making and pursuance of the SDGs in Kenya whose overall objective is to ensure political parties' policy formulation at national and county levels reflects citizens development priorities and concerns and relates to the SDGs. The project is guided by three immediate objectives namely: 

1) Political parties’ branches effectively advocate for the needs and concerns of constituencies, develop and offer solutions and link these to County and National policy making and planning process; 

2) National level leadership of political parties commit to support and actively engage with party branches; and 

3) Sustainable platforms for multi-actor dialogue align community needs and policy priorities with the County and National policy agendas, including the SDGs. 
The project will be implemented in four counties i.e., Nairobi, West Pokot, Narok and Meru. (Meru will most likely be replaced by Kitui)

Context
Political party branches form important structures of any political party. However, they can often be disregarded when parties perform their main functions. Although party branches in Kenya play a central role in mobilizing citizens during elections, they become less active in between elections. If political parties are to increase their relevance and visibility, branches need to play a central role in performing all the main functions of the party such as understanding the needs of society; developing relevant policy alternatives; recruiting, selecting and training people for political office and seeking and exercising control of the government. 
For parties to achieve the above, they need to invest in the grassroots of their party by placing branch development at the top of their priority list. The essence of this Terms of Reference is therefore to contribute to a Training of Trainers that will help party officials build their ability to strengthen their branch structures and improve their functions.

Objectives
The objectives of the Training of Trainers are:

To empower political party officials with the knowledge and skills necessary for effective branch management.

To strengthen the organizational structure of political parties at the grassroots level.

To enhance meaningful inclusion of rank-and-file members in decision making and formulating political solutions to issues of concern. This will be done through a ToT, where participants will be trained in topics relevant to these objectives. Furthermore, they will be equipped with relevant methods which can be used in trainings for e.g. local party branch representatives.

Duration and Location 
The ToT was conducted over a period of 5 days in the 3rd week of January 2024. The location of the training will be Nairobi Metropolis, West Wood Hotel.

Themes
CMD-K is contracting a consultant who will develop the modules which will be covered during the ToT. It is, however, likely that approximately the following – unprioritized -  topics will be covered during the ToT:

The legal framework governing the political parties vs. the realities on the            ground
Organisation and party structures – how the top functions
Relations between party branches and elected leaders
Branch management – the tasks of and potentials in a local branch
Recruitment and involvement of members
Policy development
Internal and external communication
Training of members and new officials 
Life in the branches between elections
How to facilitate good meetings 

The Centre for Multiparty Democracy, CMD-Kenya is a political parties-based membership organization established in March 2004. The mandate is to enhance multiparty democracy and strengthen the institutional capacity of political parties in Kenya through policy influence and capacity building.

CELEBRATING 20 YEARS WITH CMD-K

Yesterday evening member parties, board members, partners, staff and friends gathered to talk, eat and dance at the occasion of 20 years with Centre for Centre For Multiparty Democracy Kenya.
